
Tamil Nadu’s new Chief Minister C Joseph Vijay made history with an unscripted oath and decisive administrative moves following his party's landslide victory.
NEW DELHI: Tamil Nadu Chief Minister C Joseph Vijay officially assumed office on Sunday, marking the beginning of a transformative political chapter for the state. Following a historic victory in the TVK 2026 Assembly elections, Vijay’s first day was characterized by a series of political, administrative, and symbolic moves. The events ranged from an unscripted moment during the oath ceremony to his initial law and order reviews and welfare announcements.
The swearing-in ceremony at Chennai’s Jawaharlal Nehru Stadium became a focal point when Vijay attempted to turn the event into a broader political statement. Departing briefly from the official oath text, he raised his right hand in a fist and declared, "I will adhere to the rule of law, work with honesty, remove hate, and will work honestly for all sections of the people. This I swear on god and take the oath." This gesture drew loud cheers from party workers and supporters. However, Governor Arlekar intervened, asking Vijay to confine himself to the official oath text. Vijay then sought clarification from the governor and completed the oath using the written document provided to him. This deviation sparked immediate controversy regarding protocol and tradition.
The Communist Party of India strongly criticized the conduct of the swearing-in ceremony, specifically objecting to the order of songs played. CPI State Secretary M Veerapandian questioned why ‘Tamil Thai Vaazhthu’ was not given priority. “The Tamil invocation must always be accorded priority in Tamil Nadu government functions. Tamilaga Vetri Kazhagam should ensure that what happened during the swearing-in ceremony is not repeated in future,” Veerapandian stated. He emphasized that the established practice in the state is to begin official programmes with the Tamil invocation and conclude them with the national anthem. He also objected to the inclusion of ‘Vande Mataram’ before the Tamil invocation, escalating a row over national song protocols.
After assuming the office, Vijay chaired his first review meeting at the Tamil Nadu Secretariat, focusing on the state’s law and order situation. The meeting was attended by key administrative officials, including chief secretary M Saikumar, additional chief secretary to the Home, Prohibition and Excise Department K Manivasan, and director general of police Sandeep Rai Rathore. Other attendees included additional chief secretary to the chief minister P Senthilkumar, secretary to the chief minister G Lakshmi Priya, and principal secretary of the public department Rita Harish Thakkar.
During this meeting, Vijay called for a “new era” of secular, transparent governance. He announced a forthcoming white paper on state finances and alleged that the previous government left behind over ₹10 lakh crore in debt and an empty treasury. To address immediate concerns, he prioritized education, infrastructure, water, and women’s safety. The administration approved 200 units of free power and established special task forces focused on drug control and women’s safety.
In a significant procedural move, the Tamil Nadu assembly secretariat announced that the first session of the 17th Tamil Nadu legislative assembly would begin at 9.30 am on Monday, May 11, at the assembly chamber in Chennai. Newly elected MLAs will take their oaths during this session. The election of the speaker and deputy speaker is scheduled for 9.30 am on Tuesday, May 12.
To facilitate these proceedings, newly elected TVK MLA MV Karuppaiah was sworn in as the Pro-tem Speaker of the Tamil Nadu assembly by Governor Arlekar in the presence of Chief Minister Vijay. Karuppaiah, elected from the Sholavandan constituency, will be responsible for administering the oath to newly elected MLAs. An official release from the assembly secretariat also clarified that Vijay resigned from the Tiruchirappalli East Assembly constituency before assuming office and retained his Perambur seat. This sequence of events underscores the immediate structural changes underway under the new administration.
The transition of power marks a definitive shift in Tamil Nadu's political landscape, driven by Vijay's strategic maneuvers and administrative decisions. By appointing an ex-DMK MLA as Pro-tem Speaker, the new government signals a willingness to engage with established political structures despite its new identity.
