Stalin emphasized that while the manifesto would address critical issues like Centre-State relations and the imposition of Hindi, its core would be a robust financial support system. The proposed scheme, dubbed Illatharasi, aims to allow homemakers to purchase or replace essential appliances such as washing machines, refrigerators, and televisions. When questioned about the financial feasibility of such a massive undertaking, Stalin defended the government's track record, citing the implementation of all past promises and additional schemes beyond the manifesto. He assured that resources would be mobilized through special financial management measures to fund these infrastructure and welfare projects.
The DMK manifesto 2026 positions the Illatharasi scheme as the "heroine" of the election, following the manifesto's role as the "hero." This initiative targets the purchase of household electronics, including mixers, grinders, ovens, and induction stoves. Stalin reiterated the government's commitment to securing Tamil Nadu's due share from the Centre, specifically referencing the 16th Finance Commission's recommendations. He highlighted that the government has achieved double-digit growth, which provides the necessary financial base to identify beneficiaries by reducing unnecessary expenditures.
Significant increases in financial aid are proposed for vulnerable sections of society. The monthly Right Grant under the Kalaignar Magalir Urimai Thogai scheme for 1.31 crore women will double from ₹1,000 to ₹2,000. Similarly, old-age pensions will rise from ₹1,200 to ₹2,000, while persons with disabilities will receive ₹2,500 monthly. The income ceiling for the Chief Minister's Comprehensive Health Insurance Scheme is set at ₹5 lakh annually, with coverage limits increased to ₹10 lakh. Furthermore, the Chief Minister's Breakfast Scheme will be extended to Class 8 students, benefiting an additional 15 lakh children.
In the realm of housing, the manifesto promises the construction of five lakh new houses under the Kalaignar Kanavu Illam scheme, alongside 10 lakh houses under a separate urban housing development initiative. The plan explicitly includes housing for Sri Lankan Tamils and the replacement of damaged dwellings. Additionally, the party aims to create "global cities" near Tiruchi, Madurai, Coimbatore, and Salem to address urbanization challenges, while establishing a child welfare State with a special Act to protect children and ensure zero school dropouts.
Transport and infrastructure remain central to the party's vision. The manifesto outlines the introduction of 10,000 new buses over the next five years, building on the success of the Vidiyal Payanam initiative. In the agricultural sector, 20 lakh farmers receiving free electricity will be eligible for motors without meters. The party pledges to increase the procurement price for paddy to ₹3,500 per quintal and for sugar cane to ₹4,500 per tonne. Extensive desilting of irrigation canals is planned, covering 10,500 km in Cauvery delta districts and 5,000 km in other areas.
The fishing community will also see enhanced support, with financial assistance during the ban period rising from ₹8,000 to ₹12,000, and relief during low-catch periods increasing from ₹6,000 to ₹9,000. To support dairy farmers, the party proposes distributing milking machines across 3,000 cooperative societies, increasing the procurement price for milk by ₹5, and establishing 24-hour veterinary clinics in all districts. Cattle loan limits will rise to ₹5,000 from ₹3,000.
Port infrastructure is a key economic driver. The party plans to upgrade the ports at Nagapattinam and Cuddalore to world-class standards and develop new minor ports. In Thoothukudi, a cargo terminal will be established to leverage its status as the industrial capital of south Tamil Nadu, alongside the expansion of the airport. The manifesto also calls for the Centre to commence the expansion of the Coimbatore airport, which has faced delays.
The party has promised to hold a Classical Tamil Conference in Chennai, inviting international scholars to celebrate the language. A major political objective involves pressing the Centre to grant Indian citizenship to Sri Lankan Tamils residing in the state. With the government claiming to have achieved double-digit growth, the roadmap involves identifying deserving beneficiaries by cutting unnecessary costs. The party leadership, including the manifesto drafting committee headed by Kanimozhi, has positioned this comprehensive plan as a "superstar" entry into the fray, aiming to solidify the DMK's political standing through tangible welfare delivery.
