
Rival unilateral ceasefire proposals emerge ahead of Victory Day as Russian attacks kill 20 in Ukraine, escalating tensions between Kyiv and Moscow.
The conflict between Russia and Ukraine intensified on Tuesday with deadly airstrikes preceding divergent ceasefire announcements. Volodymyr Zelensky and Russian leadership proposed separate unilateral ceasefires ahead of the Soviet Union’s Victory Day commemorations, heightening geopolitical tensions.
Russian attacks killed at least 20 people across Ukraine on Tuesday. In Kramatorsk, five civilians died when glide bombs struck the city center, while authorities in Zaporizhia reported 12 deaths following an aerial assault. Simultaneously, the Chuvash Republic in Russia confirmed two fatalities and 32 injuries from a drone attack. These deaths underscore the violent backdrop to the diplomatic maneuvering occurring simultaneously.
On Monday, both nations declared independent truce periods tied to Victory Day celebrations marking the defeat of Nazi Germany. Russia announced its ceasefire would occur on May 8 and 9, threatening massive retaliation against Kyiv if violated. Conversely, Kyiv announced an open-ended truce starting midnight on May 6, pledging to act "symmetrically" thereafter. These truces are strictly unilateral, lacking mutual agreement on terms, duration, or monitoring mechanisms.
Zelensky’s chief of staff, Kyrylo Budanov, stated that if the Ukrainian truce is reciprocated, Kyiv will continue to observe it, placing the burden of the next move on Russia. Zelensky urged Moscow to lay down arms and engage in "real diplomacy," condemning the hypocrisy of asking for silence while launching daily missile and drone attacks. He described the situation as "utter cynicism," emphasizing that human life holds greater value than any anniversary celebration.
Ukraine’s strategy appears designed to demonstrate its willingness for an immediate and lasting ceasefire while preparing to blame Russia for any violations. To reinforce this position, Kyiv launched aerial attacks on Russia just before its midnight truce began on Wednesday. These strikes targeted an industrial area in Kirishi, Leningrad region, and a military component factory in Cheboksary, Chuvash Republic, some 1,500 km from the front line.
Zelensky confirmed the use of domestically produced Flamingo cruise missiles for the Cheboksary strike. Unverified footage showed a fast-moving object and a large explosion. The Russian defense ministry later reported downing six Flamingos and 601 drones. Prior to the truce, several Russian airports closed temporarily, and Moscow Mayor Sergei Sobyanin announced that drones were intercepted near the capital.
The Kremlin displayed signs of nervousness ahead of the May 9 celebrations. Since the early 2000s, these events have grown in scale under Vladimir Putin. However, this year, the centerpiece military parade on Red Square will be scaled down due to the "terrorist threat" from Ukraine. No heavy military hardware will be displayed, and mobile internet access may be disrupted for several days leading up to the holiday.
Zelensky argued that Russia’s need for a ceasefire to hold the parade without Ukrainian goodwill indicates it is time for Russian leaders to end the war. The divergent timelines and lack of mutual trust suggest that the conflict will likely persist regardless of the symbolic truces.
The conflicting truce proposals reveal a deepening strategic rift between Kyiv and Moscow. While Russia seeks to use the historical narrative for propaganda, Ukraine aims to leverage the period for diplomatic pressure. The failure of these unilateral moves to halt hostilities suggests that the war will continue post-May 9. Future diplomatic efforts will require direct, mutually agreed-upon terms rather than symbolic gestures. The ongoing attacks and retaliatory strikes indicate that without a structured peace framework, civilian casualties and infrastructure damage will likely persist, further destabilizing the region in the coming months.
