
A sudden blaze engulfed the Pachpadra refinery's core units, forcing authorities to delay the high-profile Narendra Modi inauguration event just hours before it was scheduled to begin.
A massive fire engulfed the core processing units of the Pachpadra refinery in Rajasthan's Balotra district on Monday afternoon, occurring just one day before Prime Minister Narendra Modi inauguration was scheduled to take place. The incident prompted immediate emergency response and a call for an investigation into the cause of the blaze.
The fire erupted around 1:55 pm in the vicinity of the crude distillation unit at the HPCL Rajasthan Refinery Limited, according to the Ministry of Petroleum and Natural Gas. Officials stated that the blaze appeared to be triggered by a leakage of hydrocarbons from a valve or flange within the heat exchanger circuit. Despite the intensity of the fire, the situation was managed swiftly by the refinery's emergency response team in coordination with the local administration. By 2:30 pm, the raging flames had been brought under control, having been fought off by more than 100 fire tenders deployed to the site.
The HPCL Rajasthan Refinery Limited is a significant joint venture between the state-owned Hindustan Petroleum Corporation Limited and the Rajasthan government, holding equity stakes of 74 percent and 26 percent respectively. The fire was localized strictly to the heat exchanger stack within the crude distillation unit (CDU). Officials confirmed that the crude distillation unit, vacuum distillation unit, and other associated infrastructure were quickly isolated. Crucially, there were no reports of casualties or injuries. Most of the 200-odd workers present were having lunch during the incident, which may have contributed to the lack of personal harm.
Following the incident, the Union Ministry issued a statement confirming that an investigation has been initiated to ascertain the exact causes of the Pachpadra refinery fire and to undertake necessary remedial measures. A spokesperson explicitly stated that a revised date for the dedication will be announced in due course. The structural integrity of the rest of the refinery complex remains unaffected, with no other parts of the facility suffering any impact from the blaze.
The project, which faced a cost escalation approved by the Union cabinet earlier this month, saw its budget increase from Rs 43,129 crore to Rs 79,459 crore. Commercial operations were initially expected to start from July. The inauguration event itself had already undergone a delay, moving from its original date of March 19 to April 21. The facility's history of delays dates back to the laying of the foundation stone in 2013 by Sonia Gandhi and a second laying in 2018 by Prime Minister Modi. The successful inauguration was anticipated to mark the end of the prolonged period of cost escalation for the greenfield integrated refinery-petrochemical complex.
The Pachpadra refinery fire has undoubtedly set back the timeline for the project's formal inauguration, though officials have assured that the structural safety of the facility remains intact. The Ministry of Petroleum and Natural Gas has launched a comprehensive probe to understand the root cause, likely focusing on the identified hydrocarbon leakage. Given that the fire was isolated to the heat exchanger stack and all units are structurally safe, the physical damage appears contained. However, the delay in the Narendra Modi inauguration suggests that operational validation and safety certifications will need to be re-evaluated before a new date can be set. The project, now facing further delays since its inception in 2013, will likely see its commercial operations start later than the initial July target, adding to the cumulative cost and timeline pressures of this major greenfield development.
