
Registrar General Mritunjay Kumar Narayan announces the April 1 launch of India's first digital Census, highlighting a shift to online self-enumeration and ongoing caste methodology discussions.
In a significant announcement made on Monday, March 30, 2026, Registrar General and Census Commissioner of India, Mritunjay Kumar Narayan, declared that the Census 2027 activities are at an advanced stage. The first phase of this monumental exercise is scheduled to commence on April 1 across various states, marking a historic shift in how demographic data is collected nationwide.
The announcement highlighted the transition to a fully digital format, which Narayan noted will significantly expedite the publication timeline for census data compared to previous iterations. While the logistical preparations for the initial phase are underway, the Commissioner clarified that the methodology for caste enumeration, a component slated for the second phase, has not yet been finalized. Officials are currently studying multiple suggestions received regarding the subject to determine the most effective approach before the process moves forward.
This year's exercise distinguishes itself as India's first digital census. The Commissioner emphasized that this transition represents a major operational overhaul, moving away from the traditional paper-based collection methods that previously required time-consuming scanning and uploading. With the shift to digital mode, Narayan stated that most of the data derived from this census is expected to be published within the year 2027, a considerable acceleration from previous timelines.
A key feature of this digital initiative is the introduction of a self-enumeration option for respondents. This portal, available in 16 languages, will go live from April 1 to April 15 specifically for residents of the Andaman and Nicobar Islands, Goa, Karnataka, Sikkim, Odisha, Lakshadweep, Mizoram, and the NDMC and Delhi Cantonment areas of Delhi. The window for self-enumeration opens 15 days before the official start of the first phase, known as the House Listing Operations (HLO).
According to Narayan, the option is restricted to residents living in India. He explained that while respondents will input their data digitally, enumerators will still conduct door-to-door visits to verify the information keyed in. This dual-verification process was introduced to allay concerns regarding potential data manipulation. The Commissioner noted that with increased digital literacy, he encourages the public to utilize mobile phones and laptops to fill in data, as wider adoption of this option will ease the burden on enumerators.
The timeline for the census is divided into distinct phases with specific regional variations. The first phase, covering House Listing Operations, runs from April 1 to September 30 for all states. The second phase, which involves population enumeration where individual household details such as religion and caste will be recorded, is scheduled for February 2027. However, for Ladakh and the snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, both phases are to be completed by September 30 this year.
Narayan also addressed administrative changes and state-level compliance. He pointed out that West Bengal is currently the only state that has not yet notified the Census process. While deliberations are ongoing with the State government, officials have confirmed that there is sufficient time until September 30 to carry out the necessary exercise within that jurisdiction.
The demographic landscape has also shifted significantly between the 2011 Census and the current data presented. Official figures indicate a decrease in the number of villages by over 1,000, dropping from 6,40,932 in 2011 to 6,39,902. Conversely, urban settlements have expanded, with statutory towns increasing by 1,087 (from 4,041 to 5,128) and 688 new census towns added, raising the total to 4,580. Administrative divisions have also grown, with the number of states and union territories rising to 36, districts increasing by 144 to 784, and sub-districts rising by 1,102 to 7,092.
Addressing concerns regarding the privacy and utility of the collected data, Narayan reiterated that under the Census Act 1948, all census data remains strictly confidential. Individual respondents are required to answer to the best of their knowledge, but the Commissioner clarified that only aggregate data is released. He stressed that an individual's data cannot be shared with states or the judiciary, nor does it fall under the purview of the Right to Information Act.
The Commissioner was firm in stating that census data cannot be used to provide reservation benefits to any individual, emphasizing that the data is beyond the scope of investigation for specific legal claims. To ensure the integrity of this massive digital undertaking, end-to-end data security measures will be implemented. These include secure transmission protocols, audited systems, and data centers designated as Critical Information Infrastructure. Individual data will remain protected under Section 15 of the Census Act, 1948, ensuring the safety of the information collected during this historic first digital census.
The administrative push for the census continues with specific focus on areas lagging behind the notification process. While most regions are preparing for the April 1 launch, the situation in West Bengal remains distinct. The Commissioner noted that discussions with the West Bengal government are ongoing to resolve the notification delay. However, the timeline for the first phase offers a buffer, as the deadline to complete the exercise in all states, including West Bengal, remains September 30. This extended window provides the necessary time for final preparations and state-level coordination before the critical self-enumeration and door-to-door verification phases commence in full force.
